Department of trade and Taxes intensifies drive against traders and transporters bringing undeclared goods to Delhi- VAT Commissioner

  • 250 vehicles carrying goods without documents impounded in last one month

The department of trade and Taxes, Government of NCT of Delhi has intensified drive against traders and transporters bringing undeclared goods to Delhi from other states. As per the Delhi Value Added Tax Act 2004 and the rules made thereunder, any vehicle carrying goods must carry supporting documents. Besides this, the traders bringing goods from outside Delhi also need to inform the department about the nature of goods, their value, likely date of entry of goods in Delhi and registration number of the vehicle carrying the goods before the goods enter Delhi.This was informed by Sh S.S. Yadav, Commissioner VAT.

 

 

Sh Sajjan Singh Yadav, Commissioner VAT informed that the Department deploys teams at the entry points of the city, railway stations, major markets and other places across the city round the clock to check vehicles and take action against defaulters. In the month of December 2015, more than 10,000 vehicles were checked by the teams of the Department and 250 vehicles carrying goods without any supporting documentswere detected and consequently detained by the teams. Valuation of goods in the detainedvehicles was done and penalty as per the Act was imposed. The vehicles were released after realization of tax and penalty. An amount of Rs2 crores has been realizedfrom such vehicles in the last one month only.

The impounded vehicles were found carrying a variety of goods including readymade garments, grocery items, electronics,  cigarettes, gutka,  liquor auto parts and so on. The detailed breakup is given in the table below

Besides these, in the month of December, the departmental teams have detected 783 vehicles entering Delhi without declaring beforehand the nature and value of goods being imported by filing the form Delhi Sugam-2 (DS-2). Penalty of Rs50,000 each has been imposed on the dealer and transporter of such vehicle. DS-2 is the most easy and simple form in the country and can be filed just by sending SMS or online through the website of the Department.

Sh. S. S. Yadav said that in last three months, the Department has detained 539 vehicles carrying goods without documents and realized tax and penalty of more than Rs 3 crores from them. Besides these, 1901 vehicles were detected bringing goods to Delhi without filing the mandatory DS-2 form beforehand. Penalty has been imposed on each dealer and transporter who violated the mandatory provisions of declaring goods before their entry into Delhi.  By catching the vehicles bringing undeclared goods to Delhi, the department has foiled the attempts of traders who evade VAT by selling such goods illegally in Delhi.

Sh. Yadav further said that the Department of Trade and Taxeshas also taken up a project to install automatic number plate reading cameras at all entry points of Delhi. These cameras capture the registration number of each vehicle entering Delhi automatically and transmit that data to the server of the Department. This enables the department to identify each violating transporter and take penal action under the DVAT Act 2004. The system is fully functional at two entry points in Delhi and will cover all the remaining entry points within next few weeks. The department has also started impounding the vehicles bringing goods to Delhi without filing the form DS-2. he added .
