  1. It was clarified to the representatives of Delhi Police that only civil defence volunteers will be deployed alongwith NCC and NSS, who will work in close coordination with Traffic Police, Transport and Revenue authorities. Their main role will be  to create awareness on major crossings and they will carry placards and will not be authorized to stop any vehicles.
  2. The checking teams will be deployed preferably at wider section of roads/ stretches and not in the vicinity of crossings so that there is no disruption of the traffic movement.  The police is advised not to install any barricades for  the traffic movement for the purpose of monitoring vehicles for the said odd – even  programme.
  3. Spl.Commissioner of Police(Traffic) and Divisional Commissioner will coordinate in respect of the various traffic police control  points, to deploy  the teams.
  4. On 30th December, 2015 at 12.00 noon all civil defence volunteers will attend a briefing session at Chhatrasal Stadium so as to be made aware about their specific role in the programme. A senior Traffic Police representative to brief the volunteers may be deputed for this briefing.
  5. All civil defence volunteers with Revenue Department officers will report on 31.12.2015 at 9.00 A.M. at the designated locations for a coordination meeting with the traffic police staff and will stay there  upto 11.00 A.M. to finalize about  their individual and collective role.
  6. The Transport Department will deploy 66 enforcement teams with particular emphasis on ISBTs, Railway Stations, Hospitals, main markets etc. preferably to check the refusal, overcharging and misbehavior etc. by the auto drivers. Announcement at auto stands will be made to sensitize auto drivers to follow the rules.
  7. All SDMs will be issued the challan books. Alongwith the teams of civil defence volunteers,  they  will undertake regular round of the area and carry out video recording wherever necessary.
  8. Express buses will start from Noida (Sector-62) and Gurgaon(Iffco Chowk), to various areas in Delhi so that commuters can make good use of these buses with special reference to women commuters.
  9. In each school bus used under the scheme, a Marshal will be deployed by DTC.
