20 OFFICERS AND MEN OF DELHI POLICE CONFERRED WITH POLICE MEDALS
20 Officers and men of Delhi Police have been conferred Police Medals for their Services. 04 have been awarded Police Medal for Gallantry, 02 for President’s Police Medal for Distinguished Service and 14 for Police Medal for Meritorious Service on the occasion of Independence Day – 2015.

Shri S.Vasudeva Rao, Spl.CP/Welfare & Estate Oversight, Dr. Vivek Gogia, Jt.CP/Spl.Cell have been awarded President’s Police Medal for Distinguished Service, while Shri Vijay Kumar, ACP/R.P. Bhawan, Shri Sawtantar Singh Gill, ACP/Ist Bn.DAP, Smt. Laxmi Bai Kanwat, ACP/SPUWAC, Inspr. (Min.) Surender Kumar, SI (Exe.) Brahm Pal, SI (Min.) Naresh Chopra, ASI (Dvr.)(Now look after SI) Ramesh Chander, HC(Exe.) Jitender Kumar and Ct. (Exe.) Kalyan Chand are among those who have been awarded Police Medal for Meritorious Service.

Inspr. Kailash Singh Bisht, HC Satender Kumar, HC Rajeev Kumar & Ct. Birender Singh : On the basis of the information developed by Special Cell, a team of Special Cell went to Mendhar, Distt Poonch, J&K and identified the house where Pakistani terrorist Umar Khitab, Divisional Commander of Jaish-e-Mohd was hiding. A case Vide FIR No. 166/2010 dated 05.09.2010 U/S 7/27 Arms Act, 120 B/212/IPC Act, PS Mendhar, Distt. Poonch, J&K was also registered. Joint team of Delhi Police Special Cell and 37 RR, SOG Mendhar and Police personnel of Mendhar Police Station armed with weapons, bullet-proof jacket etc cordoned the house of Zubair s/o Khaliq r/o Mohalla Thhera Jatta, Bahattidar, Mendhar, J&K to apprehend the militants. At about 6.15 am, on seeing security forces, the hiding terrorist opened fire on the police party and security forces and injured one Lance Naik Sajjan Singh of 37RR. The bullets fired by Jaish-e-Mohd militants passed closed to the team members of Special Cell, Delhi Police. There was war like situation and this fierce encounter lasted for 2 hours. In this cross firing, Divisional Commander of Jaish-e-Mohd namely Umer Khitab r/o Pakistan was neutralized and one militant namely Zubair s/o Khaliq r/o Mohalla Thhera Jatta, Bahattidar J&K was apprehended. In this encounter, Inspector Kailash Singh fired 20 rounds, ASI Vikram fired 20 rounds, HC Satender Kumar fired 14 rounds, HC Nisar Ahmad Sheikh fired 10 rounds, HC Rajeev fired 16 rounds, Ct Amar Singh fired 10 rounds and Ct Birender Singh Negi fired 13 rounds from their AK-47 assault rifles.

PRESIDENT’S POLICE MEDAL FOR DISTINGUISHED SERVICE
Sh. S.Vasudeva Rao : Shri S. Vasudeva Rao joined the services as an IPS officer in the year 1986. While working as ACP, Defence Colony, New Delhi, he organized the first ever Victim Crime Relief Fund in 1989 in South District with a corpus of Rs.5 lakh by voluntary contributions from public. While working as S.P. Chhimtuipui Distt. Saiha, Mizoram during 1990 to 1992 he led a sustained drive against infiltration of foreigners from India and Myanmar border by prosecuting more than 2000 foreign nationals under Foreigners Act, 1946. While working as Addl DCP, East District, Delhi he led the investigation of 12 cases of kidnapping of children in East District and restoration of children to their parents.
During his posting on deputation as Commandant and Dy. Inspector General in Central Industrial Security Force Vishakhapatnam Port Trust during 1998 to 2003. He successfully implemented the newly introduced International Ship and Port facility Security Code in VPT in co-ordination with Indian Navy and Coast Guards. The officer was awarded the Police Medal for Meritorious Services on the occasion of Independence Day 2002.
During his present posting as Special Commissioner of Police, Welfare Estate & Oversight, Delhi the officer has undertaken a number of initiatives for revitalizing the welfare activities and strengthening estate administration of the force, including visits to police colonies and more than 350 police stations, interactions with district/unit DCsP, co-ordination of Swachh Bharat Cleanliness campaign, opening of 6 Central Police Subsidiary Canteens, SMS alert system for welfare-related services, organization of Yoga and other training programms, expansion of services of family welfare society and plantation of more than 10,000 saplings offered by Axis Bank to Delhi Police and redressal of grievances of staff.
Dr. Vivek Gogia : Dr. Vivek Gogia, joined the services as an IPS Officer of 1991 batch of AGMUT cadre. He served in various capacities in Delhi, Mizoram and Chandigarh and as Foreigners Regional Registration Officer, Delhi. He was awarded President Police Medal for meritorious services on the occasion of Republic Day, 2008.
He was deputed as Venue Commander, Jawaharlal Nehru Stadium for XIX Commonwealth Games-2010. Jawaharlal Nehru Sports Complex remained a centre of intense activity and scrutiny during Commonwealth Games. Under his able guidance, detailed security arrangements and courteous behavior of police personnel deployed at Stadium, was highly appreciated by public and seniors. The then Hon’ble Home Minister conveyed his appreciation in writing for meticulous and professional arrangements at the Stadium during the Games.
During his tenure as Joint Commissioner of Police, South-Western Range, he supervised the investigation of gang rape case of P.S. Vasant Vihar area in a bus on 16th December 2012. All accused persons were apprehended in a record time and were awarded capital punishment by Ld. Trial Court, except one Juvenile, who was convicted for 3 years. In the year 2013, he effectively handled the surcharged communal situation between two communities in Tilak Vihar area. Hon’ble L.G., Delhi conveyed his appreciation in writing for his mature and tactful handling of the situation and also communicated the same to Honorable Home Minister of India. Besides, during his tenure as Joint Commissioner of Police, South-Eastern Range, he also supervised investigation of various sensational and heinous cases. He has handled the sensitive issue of Karbala, Jor Bagh involving various stakeholders and has effectively led law and order arrangements at Karbala. The professional and mature handling of sensitive issue of Karbala has received appreciation from all quarters.
POLICE MEDAL FOR MERITORIOUS SERVICE
Sh.Vijay Kumar : Sh. Vijay Kumar was enlisted in Delhi Police in the year 1978 as SI and promoted to the rank of Inspector in 1993 He was promoted as ACP in 2008. He was appreciated for elaborate security arrangement backed up with earnest contribution in XIX Common Wealth Games held in the year 2010. His sustained hard work, high standard of professionalism and diligence contributed towards successful hosting of games and made Delhi Police proud. At present, he is posted in R.P. Bhawan unit as ACP, Lines.
Smt. Laxmi Bai Kanwat : Smt. Laxmi Bai Kanwat joined Delhi Police as Sub Inspector in the year 1991 and was promoted to the rank of Inspector in 1998. During her posting at New Delhi Distt., she solved a sensational rape case of 17 years old student by four employees of the President’s Body Guards that took place in the area adjoining Budha Jayanti Park on 06.10.2003. In the year 2009, she was promoted to the rank of A.C.P. On promotion, she was posted in Special Police Unit for Women and Children. The Self Defence Training Wing of SPUWAC has been providing self defence training to the school/college girls, women, working women, residents of RWAs, hostellers and other employees of various institutions. During her tenure 358 Self Defence Training programmes were organized in which 36752 participants have been trained in basic self defence techniques. At present, she is posted in SPUWAC unit as ACP.
Sh. Sawtantar Singh Gill : Sh. Sawtantar Singh Gill joined Delhi Police as Sub Inspector in the year 1981. He was deputed to Punjab in operation black thunder at Golden Temple. While working as Traffic Inspector Gandhi Nagar, he arrested a Kashmiri militant also. He was deputed to United Nation for peace keeping operations in Angole in March 1998, after qualifying international selection procedure. He was also awarded peace keeping medal by UN. At present, he is posted in Ist Bn. DAP as ACP.
Inspr. ( Min.) Surender Kumar : Insp. Surender Kumar joined Delhi Police as Head Constable Ministerial in 1980 and thereafter, appointed as ASI Steno in 1982 and was promoted to the rank of Inspector in the year 2006. During his posting as, head of the Branches he worked in various capacities with various officers to the highest level of satisfaction of the seniors. Due to his outstanding integrity, experience and hard work, he was posted as Inspector Administration Branch, PHQ. He has unblemished meritorious service record also.
Inspr. (Comn.) : Dharam Pal : Inspr. Dharam Pal, possesses extra ability of distinguishing himself equally between Store Technical cadres. He has very good knowledge of Store and Ministerial work. He has been assigned with the responsibility of upkeep the charge of high cost most sophisticated equipment relating to the UHF digital trunking system introduced in the sub continent for the first time. His work was appreciated by the seniors in extending help while installing wireless equipments and in making arrangements of providing store articles.
SI( Min.) Naresh Chopra : SI Naresh Chopra, joined Delhi Police as Head Constable Min. in the year 1978. During this period, he worked with dedication, sincerity and utmost fidelity in Special Branch and New Delhi District. He was promoted as ASI Min. and worked with renewed vigour while working in South District, Admn. Branch, PHQ and New Delhi Distt. He was promoted as SI Min. and worked with dedication in South District, Licensing Branch and PHQ. Besides, the remained on deputation in Immigration, Intelligence Bureau during the period from 1996 to 1999. He is presently posted in Land and Building Cell, PHQ.
SI (Exe.) Brahm Pal : SI Brahm Pal Singh joined Delhi Police as constable in the year 1975. He has also completed commando course in the year 1993. With his sincere efforts, 5 blind murder and robbery cases were worked out in which he was recommended out of turn promotion. During the same year 3 Auto lifters were apprehended by him and 32 Cars were recovered from their possession. In this case also he was recommended Out of Turn Promotion.
In the year 1997 he apprehended a dreaded criminal namely Alim from Rajiv Nagar, Harsh Vihar, P.S Nand Nagri who was involved in 12 criminal cases of Kidnapping, Robbery and Murder etc. During the raids he got injured by the firing of accused and lost his right eye permanently. C.P Delhi has granted one rank promotion on out of turn to him. At present he is posted in Traffic Unit and working with utmost devotion and sincerity.
ASI (Dvr.) Ramesh Chander (Now look after SI) : ASI Ramesh Chander was enlisted in Delhi Police as Constable Driver in the year 1977. He was promoted to the rank of Head Const. Driver in 1986 and ASI Driver in 1989. During his posting in various Distts. and Units, he has performed duties with utmost sincerity, extra zeal, keen interest, hence his performance was appreciated from time to time by senior officers. He is presently posted in Prov. and Logistic unit.
ASI (Dvr.) Hazara Singh (Now look after SI) : ASI Driver, Now Look after SI Hazara Singh is posted in BDT, Maurya Enclave, North West District, Delhi. He was enlisted in Delhi Police as Constable in the year 1979 and was promoted to the rank of HC Driver in 1986 and to the rank of ASI Driver in 1989. He performed duty very well at BDT, Maurya Enclave.
HC (Exe.) Jitender Kumar: HC Jitender Kumar was enlisted in Delhi Police as Constable in the year 1988. He was instrumental in apprehending number of dreaded criminals including Amit @ Bhura @ Amit Sarnawali, a notorious interstate robber and murderer of Sunil Rathi in UP West, Manoj Morkheri, a notorious interstate criminal of Haryana involved in number of sensational cases of kidnapping for ransom. Two Naxallites were also apprehended by him namely Pardeep Kumar Singh and Shiv Kumar Singh of Jharkhand wanted in murder case of a SSP and assassination of CRPF Jawans respectively. He has played excellent role in solving three blind murder cases of P.S. Rohini. Head Constable Jitender Kumar has brought laurels to Delhi Police during his career.
HC (Exe.) Vinay Kumar : Head Constable Vinay Kumar joined Delhi Police as Const. in the year 1988. He was promoted to the rank of HC in year 2003. During his service he remained posted in 5th Bn. DAP, North Distt., New Delhi Distt., Traffic and Security, Delhi. He is presently performing his duties at Record Branch, Security Unit. During his posting in North Distt., he had performed his duties in Spl. Staff, and arrested hard core criminals like Sandeep @ Bhoori of Rakesh Banjara Gang and Vishal Dabas etc. He also solved a kidnapping case of a child of PS Bara Hindu Rao. He has solved number of cases of Robbery, Dacoity and snatching also.
Const. (Exe.) B. Kumar Dass: Constable (Exe) B. Kumar Dass was enlisted in Delhi Police in the year 1987. He performed his duties diligently and was awarded 92 rewards by senior officers. He rendered his services with his gained experience at all the places. Now he is posted at F.R.R.O Unit.
Const. (Exe.) Kalyan Chand (Now HC) : Constable Kalyan Chand joined Delhi Police in the year 1987. During his service tenure as Constable and Head Constable, he performed duty in various Police Stations while he was Beat Officer in P.S. Vasant Vihar he apprehended an Inter State Drug Trafficking network led by one notorious auto-lifter Imtiaz Khan Sheikh and Hitler, both of them were the resident of Mainpur. Presently he is posted in 7th Bn. DAP.
Const.(Exe.) Krishanan N. : Const. Krishanan N. was enlisted in Delhi Police as Constable in the year 1987. He had played commendable role in the sensational case of Bunty Biker Gang. In the year 2008-2009, he had apprehended a number of Proclaimed Offenders while posted at PS Amar Colony in South East Distt. He was also selected for Best Beat Constable at PS Amar Colony in the year 2008.

Shri, Gyan Singh Meena : Sh. Gyan Singh Meena has joined Delhi Police as Sub-Inspector in the year 1981. During his posting as SHO/Mayapuri, he worked out 5 sensational murder cases of the police station. As ACP, he successfully supervised all proceedings under his jurisdiction either it is in Saraswati Vihar, Security Unit Delhi Police or Daman & Diu and Dadra and Nagar Haveli Police. He has been awarded President Police Medal for Distinguished Service as ACP Dadra and Nagar Haveli Police. Presently he is posted as ACP/DIU, Outer District, Delhi.
