Progress of Development Projects in LWE States Comprehensively Reviewed..

            The Union Home Minister Sh. P. Chidambaram presented the Report Card of Ministry of Home Affairs for February, 2012 in New Delhi today. Speaking on the occasion he informed that he had chaired a meeting of Chief Secretaries and DGsP of 9 LWE-affected States on February 22, 2012 and reviewed the issues concerning Left Wing Extremism. The progress of implementation of Road Requirement Plan (RRP) and PMGSY in LWE-affected areas was also discussed in the meeting.

On February 3, 2012, an Office Memorandum was issued notifying the decision to set up the NCTC.

At the Second Home Ministers’ Level talks between India and Bangladesh on February 23-26, 2012, issues related to security, border management and enhancement of cooperation between law enforcement agencies were discussed.

A meeting of the Consultative Committee for the Ministry of Home Affairs on February 28, 2012 was held to discuss the subject of “Investigation, Prosecution and Trial” and the recommendations of the Justice Malimath Commission and the Law Commission in this regard for making suitable changes in the laws.

He said that the terrorist incident in which an explosive device was attached to the vehicle in which the wife of an Israeli diplomat was traveling is being investigated by the Delhi Police.

Visit to States

The Intelligence Training School of CRPF at Kadarpur, Gurgaon was inaugurated by the Home Minister on February 8, 2012.

On February 18, 2012, he inaugurated the Regional NSG Hub at Kolkata. I also visited the Bru/Reang refugee camps at Naisingpara, Tripura and held a security review meeting with the Chief Minister of Tripura and senior officials of the Government of Tripura.  On February 19, 2012, he visited Guwahati, Assam and Shillong, Meghalaya and held security review meetings with the Chief Ministers and senior officials of the two States.   On February 23, 2012, he inaugurated the Institute of IED Management at Group Centre CRPF, Talegaon, District Pune. Later, I inaugurated the Regional NSG Hub’s permanent headquarters at Mumbai.

Internal Security

On February 17, 2012, sanctions amounting to Rs.12.35 crore were released under the Special Infrastructure Scheme (SIS) to the LWE-affected States of Jharkhand (Rs.5.85 crore), Madhya Pradesh (Rs.1.28 crore) and Odisha (Rs.5.22 crore).

On February 27, 2012, an amount of Rs.89.90 lakh was reimbursed to Uttar Pradesh being expenditure incurred by the State on anti-naxal operations under the SRE Scheme.

An amount of Rs.1.11 crore was sanctioned to All India Radio for launching a Publicity Campaign in the LWE-affected States.

An amount of Rs.48.02 lakh was sanctioned to Nehru Yuva Kendra Sangathan (NYKS) for organizing the 4^thTribal Youth Cultural Exchange Programme at Bengaluru and Kolkata during February–March 2012.

A sum of Rs.1.44 crore was sanctioned as assistance to
48 beneficiaries at the rate of Rs.3 lakh each under the Central scheme of assistance to the victims of terrorist/communal/naxal violence.

Jammu and Kashmir

On February 2, 2012, the Approval Committee of Special Industry Initiatives (SII), J&K, approved the proposal of Indian Institute of Skill Development to train 300 graduates in one year.

On February 9, 2012, a Memorandum of Understanding (MoU) was signed between MHA, Jamia Millia Islamia (JMI), New Delhi and Government of J&K for construction of a hostel in the campus of the JMI University to accommodate 400 students from Jammu & Kashmir.

CAPFs (Central Armed Police Force)

Sanctions amounting to Rs.35.80 crore were issued for acquisition of land and construction of office/residential/other infrastructure buildings for the following CAPFs:

Sanctions amounting to Rs.397.42 crore were issued for the purchase of arms and ammunition and equipment for the following CAPFs:

On February 1, 2012, sanction worth Rs.11.21 crore was accorded to BSF for avionic up-gradation of 2 nos. of HS 748 Avro Aircraft.

During the month, Rs.60.78 crore was released under the MPF Scheme to various States. As on date, a total amount of Rs.730.07 crore has been released to various States out of the provision of Rs.800 crore.

Lump sum ex-gratia compensation amounting to Rs.2.60 crore was sanctioned to the next of kin of 24 deceased CAPF personnel.

Sanction amounting to Rs.43.78 lakh was issued for the purchase of 3 nos. minibus and 3 nos. utility vehicle, one each for the Central Detective Training Schools at Chandigarh, Kolkata and Hyderabad.

Sanction was issued for creation of 775 posts in CISF for induction at the following installations/establishments:

Border Management

            India-Bangladesh Border: In February 2012, 5 kms of fencing and
4 kms of road works were completed under phase II of the project and
3 kms of fencing were replaced under phase III of the project. Poles for floodlighting were erected on a length of 40 kms and cables were laid on
20 kms stretch during the month.

Coastal Security: Land identification for 111 (out of 131) Coastal Police Stations has been finalized and land acquisition process in 74 cases has been initiated till February, 2012.  An amount of Rs.36.97 crore has been released to the coastal States/UTs for construction of Coastal Police Stations and Jetties.

            India-China Border: Out of 27 ITBP priority roads along Indo-China border, construction work of one road has been completed and the work on 22 roads is in progress. During the month, 44.69 kms of formation works and 13.57 kms of surfacing works were completed. So far, a total of 511.69 Kms of formation works and 173.73 Kms of surfacing works have been completed.

            Border Area Development Programme (BADP): Annual Action Plans have been received from all the 17 States. An outlay of Rs.900 crore was earmarked in the budget of 2011-12 under BADP. Now, an additional outlay of Rs.103.22 crore has been obtained at RE stage for the States of Arunachal Pradesh (Rs.33.00 crore), Tripura (Rs.55.09 crore) and West Bengal (Rs.15.13 crore). The total amount released to the 17 States in the current financial year at the end of February 2012 stands at Rs.917.64 crore [91.47% of the total allocation of Rs.1003.22 crore (RE)], including Rs.131.65 crore released during the month.

            Land Ports Authority of India (LPAI): On February 16, 2012, the Ministry of Home Affairs approved the setting up of the Land Ports Authority of India (LPAI) with effect from 1.3.2012.

Immigration

Integrated on-line visa application system under the Mission Mode Project on IVFRT (Immigration, Visa and Foreigners Registration & Tracking) was made operational at the Indian missions at Hongkong and Washington. This facility is now operational at 50 Indian Missions abroad.

The online registration application system for the Foreigners was operationalized at the office of the FRO, Shimla. This facility is now operational at the offices of all the 7 FRROs and 2 FROs.

The management of Thiruvananthapuram and Kochi airport ICPs was taken over by the Bureau of Immigration from the Government of Kerala with effect from 31.1.2012.

10 Pakistani prisoners were repatriated to Pakistan on completion of their sentences.

IPS

Shri Shafi Alam, IPS (BH:77) was appointed as Director , National Crime Records Bureau (NCRB).

During the month, notifications were issued for the induction of 11 State Police Service (SPS) Officers of Jharkhand, 10 SPS Officers of Assam and 06 SPS officers of Madhya Pradesh from State Police Service (SPS) to Indian Police Service (IPS).

Union Territories

On February 15, 2012, sanction amounting to Rs.24.05 crore was given for the installation of CCTV surveillance systems at six district courts in Delhi.

On February 15, 2012, a notification was issued for delegating the powers of the “State Government” under section 8 of the Code of Criminal Procedure as applicable to the NCT of Delhi, to the Lieutenant Governor, Delhi to create 9 separate Sessions Divisions and Districts for the purposes of the CrPC.

On February 22, 2012, a notification was issued for creation of one post of Director Prosecution for the UT of Daman & Diu.

Disaster Relief

On February 23, 2012, Shri Mullappally Ramachandran, Minister of State, Ministry of Home Affairs inaugurated the National level Consultation on Fire Services-cum-Second Meeting of the High Level Empowered Committee towards the scheme of strengthening of Fire & Emergency Services at Thiruvananthapuram, Kerala.

During February 2012, National Disaster Response Force (NDRF) teams comprising 259 personnel and 13 boats were deployed for rescue and relief operations during floods and other emergencies in the States of Andhra Pradesh, Assam, Delhi and Maharashtra.

During the month, NIDM conducted 10 training programmes with 440 participants on different aspects of Disaster Management.

NIA

On February 9, 2012, notification was issued for the creation of
2 new posts of IG in the NIA.

Census 2011 and National Population Register (NPR)

Scanning of Population Enumeration schedules has been completed for 22.41 crore out of the total of 27 crore schedules. The data processing of more than 10.61 crore schedules has been completed.

Capture of biometrics for the National Population Register is in progress.  As on date, biometrics have been captured for more than 1.25 crore persons.

The field survey for the Socio-Economic & Caste Census (SECC) has been completed in the UTs of Chandigarh, Dadra & Nagar Haveli and Puducherry and in Tripura and is in progress in 25 States/UTs. Out of a total of 18.66 lakh Enumeration Blocks (EBs) in the 29 States/UTs, the field survey has been completed in 6.48 lakh EBs.

Field work for 2^nd round of Annual Health Survey has been completed in 85 districts and the same is in progress in another 125 districts across all the 9 Annual Health Survey States (viz. Assam, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Odisha, Rajasthan, Uttarakhand and Uttar Pradesh)

Judicial

During the month, the President’s assent was received for the following bills:

(a)        The Madhya Pradesh Vishesh Nyayalaya Vidheyak, 2011

(b)        The Criminal Law (Himachal Pradesh Amendment) Bill, 2011

(c)        The Maharashtra Municipal Corporations, Municipal Councils and Maharashtra Regional and Town Planning (Amendment) Bill, 2010.

Two mercy petitions of four condemned prisoners namely Sushil Murmu of Jharkhand and Sheik Meeran, Selvam and Radhakrishnan of Tamil Nadu were considered under Article 72 of the Constitution and their death sentences were commuted into imprisonment for life for the remainder of their natural lives.

Other matters

On February 2, 2012, the Government approved the proposal for imposing a fresh ban on Students Islamic Movement of India (SIMI). A notification declaring SIMI as unlawful organization was published in Gazette of India on 3.2.2012.

The drive to implement the judgments of Courts in relation to pension to freedom fighters continued. During the month, 17 judgments were implemented and 146 judgments are pending for implementation.

72,783 records of claims and compensation paid to displaced persons were computerized in February, 2012. The database now has 930,512 records.
